Creating New Ticket - Two (2) rows in Ticket table

Why when i'm creating new ticket, this create two rows in ticket table. The first row contain all information about the ticket, but second row only have data in ticketid, seccodeid, createuser, createdate, modifyuser and modifydate fields.

The only difference in the data is in seccodeid field. The first row have the account's seccodeid, but second row have SYST00000001. OK, this happens when i used the Admin user. When i used any normal user, the seccodeid field in second row have the same seccodeid of the first row.
