Web server in DMZ

Situation:
Web host is in the DMZ zone
Database and an application servers are in the domain. Oracle DBMS.

Is it necessary to open port 1251 from the DMZ to the domain?

Is this condition necessary during Web Host instalation only?

The step "Test the connection to the database SalesLogix" falls error ORA-12170, suggesting that the tnsping from the DMZ server should go to database server in the domain?
