If User1 is logged into Windows 2008 R2 terminal server and running SalesLogix Desktop Integration and then User3 or any users who belongs to local Administrator group can run the SalesLogix Desktop Integration without any problem.

Update
Tried the following solution as suggested but did not solve the issue
change user /install
SlxDesktopIntegrationSetup.exe /s /v"/qn INSTALLDIR=\"C:\SLXDesktop\""
REGEDIT.EXE "Desktop Integration - Terminal Server x64 Install.reg"
DesktopReg.exe C:\SLXDesktop\
change user /execute
The DesktopReg.exe utility is designed to register the following Sage SalesLogix Desktop Integration modules for HKEY_CURRENT_USER, HKEY_LOCAL_MACHINE, and Terminal Server (Remote Desktop).

Thank you very much for your help. The issue is resolved now with v7.5.4.7117 of SLXDesktopManager.exe, web update and the previous registry fixes you provided that's listed in my last posting.
Please be aware that v7.5.4.7117 of SLXDesktopManager.exe really exist and you need it to fix this issue. Thanks to Mike!!
